Singlewide in flood zone under $75K

I'm trying to buy a singlewide trailer for 67500 purchase price that is in a flood zone. The trailer is above base flood but the ground beneath the trailer is not. I have found lenders who will do FHA with the elevation as is since the trailer is raised but have a minimum loan amount of 75k and I have found lenders who will do FHA with less than 75K but require the dirt to be above base flood. Does anyone know of a lender who will do FHA for under the 75K and with the dirt below base flood?
