Can I file a complaint against an appraiser for making false commments about me stealing from a condo association?Is there a code of ethics that they have to work under?

You can file a complaint against the appraiser for making false comments against you. The appraisers definitely have a code of conduct and they should follow it.

This whole topic seems pretty odd; why would an appraiser add comments to a report about someone "stealing" from a condo association? It's hard to fathom.

I cannot speak for the laws regarding appraisals in your state, but here in GA, there is no law against exposing evidence of a crime. On the flip side, if the allegations are false, there could be criminal or civil penalties that could be filed. However, this is not the jurisdiction of the appraiser's board. You would have to file the charges in your local courts against the appraiser. You may want to consult with an attorney before you pursue this further.

Good advice there...so many folk seem to go off without legal counsel these days. That's another mystery - and then they wonder why they've not been successful in recouping their money, property, sanity, etc.
