I am refing and have an appraisal done for the mortgage broker and the underwriter has requested a field review. If the review comes in with a lower value can I get a refund on the original based on an incompetent appraiser in the first place?
You probably can not get a refund
If the first appraiser came in with a low value in the first place, you would not get a refund the either.

How can you say that the appraiser is incompetent? The appraiser will appraise the property while taking into account the value of other properties and let you know the value of your home. As John has said, you won't be able to get a refund of the amount that you have paid to the appraiser.

Because the first appraiser's work product is being questioned by virtue of the underwriter requesting a field review, my sense is that if the field review comes in lower and drives things like interest rates and even a possibility of PMI then the initial appraiser should refund my $
