I was decreed to sell my house and give my ex 1/2 equity gain in 2007 which was about $50,000 During my appeal the value dropped now 2010 theres nothing. Do I still owe the $50,000

You have the right stance on it to prove it to the court that you can not pay the amount because property values have been decreased.
But I think you may have to settle it down with mutual understanding with your ex regarding the amount.At least call him/her and ask him/her about their proposal to settle it down with mutual agreement.
