My bankruptcy Chapter 13, if lucky, will discharge within the next 45 days or so… Can I start applying for secured cards to start ramping up my credit score or should I wait until the discharge?

It will be better if you could wait till you get a discharge and then look out for secured credit cards.

even after getting discharged from your debts under chapter 13 bankruptcy, you'll have to wait for quite sometime before you can apply for any kind of bank card, be it secured or otherwise. in the meantime, you should try some ways to improve your credit rating.
