We are filing Chapter 7 and our house is included. My question is once we file, when can we turn off the home utilities and no long be held responsible for the house/property?

If you file Chapter 7 bankruptcy and do not reaffirm the debts, then you can stop paying the dues for your home utilities. Once you surrender the property to the lender, he would foreclose it and sell it off to recover the dues.
However, if you reaffirm the debts, then you would again become personally liable for the mortgage dues. Then you won't be able to stop your payments.
