can a franchisor terminate a franchise for non payment even if the monies were paid within 30 days of filing a chapter 13 and the chapter 13 was dismissed

If the required dues were paid on time, then the franchiser cannot terminate the franchise. You should get in touch with the franchiser and resolve the whole matter.

Frachisor atty states once the chapter 13 was dismissed the cure date reverts back to the original date like bankruptcy never existed

If the dues were paid off on time, then though the bankruptcy was dismissed, the franchiser cannot terminate a franchise. However, you should contact your bankruptcy attorney and take his opinion in this regard.
