Hi,
Back in 2007 I filed for divorce and quit claim the marital property over to my ex. Courts ordered him to pay for everything in regards to the house. However, our decree states he needed to put the property up for sale within 10 days of granted divorce and sell it. The house is upside down and my name is still on the mortgage. Can I do a chpt 7 to get my name off the mortage and how does this affect him and house?

You can file Chapter 7 bankruptcy and get a discharge from the debt. In such a situation, your spouse will remain solely liable for the mortgage payments. The lender will go after him in order to recover the debts.

As far as I can understand, the situation will be same in case of Arizona as well. Nevertheless, you should speak to your bankruptcy attorney in this regard and he can better guide you in this issue.
