Last year my bankruptcy was dismissed because I changed jobs and my attorney never started having the deductions taken form my new employer, now I have accrued more debt and don't know if they will allow me to file again

You can always refile your bankruptcy if it has been dismissed unless the bankruptcy court places a bar on your re-filing. If the bankruptcy Court feels that you've acted in bad faith, the Court may bar you from re-filing bankruptcy for some period of time. Or, in some cases, if the Motion for Relief is filed by a creditor and if the debtor voluntarily dismisses the bankruptcy case, then that debtor is barred from re-filing bankruptcy for 180 days.
