I don't make enough to pay my unsecured debts and can't file Chapter 7 as I filed Chapter 7 in 2003. One creditor has garnished my pay in basically the last hour before the statue of limitations were up and now I can't pay rent. I'm afraid I can't file Chapter 13 because I won't make enough for an acceptable payment plan.

You can contact your creditors and negotiate with them for a repayment plan. Depending upon your situation, they may give you a payment plan which is affordable for you and you would be able to clear off your dues.
As far as bankruptcy is concerned, consult an bankruptcy attorney and check out his opinion in this regard. He would let you know which chapter of bankruptcy would be better suited in your situation.
