I had filed Chapter 13 due to unemployment and have also received a discharge from my debts. Can I apply and get a credit card now?

It depends how long it has been since you filed for bankruptcy. If it's pretty recent, then it won't be easy. However, of it has been quite a while, then getting a credit card is a good idea provided you make payments on time.
