Hello,
I recently bought a duplex with a garage that was converted to a living unit. I had it rented out and then a neighbor complained to the city. The city now wants me to convert it back to a garage.
Would I be able to claim any rent loss against my home owners insurance or title insurance policies?

As far as I know, the rent loss insurance covers the loss for rental income or rental value if the property is damaged by any external hazard which makes it unsuitable for habitation. To know more about rental insurance, check out the given page:

In your case, I don't think you would be able to claim your rent loss insurance.
