are sba loans safe? does it provide with the borrower enough guarantee?

It is difficult to say whether or not the SBA loan options is safe. If you read through all the documents and clarify all your doubts, then taking out such a loan won't be unsafe!

but please tell me how long the process of SBM takes to get approval.
As far as I know, the SBA tries to reach a loan decision within 7 to 21 days from the time they get your completed loan application.
