I was looking for a rental home and found one. I gave the landlord a check of $1500 as security deposit and signed a year's lease. However. I could not move into the home and the landlord is refusing to give back the security deposit. Can he do so?

You have signed a lease agreement with the landlord in this regard. You should read through the lease agreement and check out what is mentioned there. If a clause is mentioned in the agreement that the money will not be returned, then you will not be able to get back the money.

That is nothing once you signed the lease the contract states you are responsible for the rent until the time that the landlord can, with reasonable effort, rerent the place - if they cannot rent it you are liable for a years worth of rent - A Lease is a binding contract and you signed it........
