Liens against foreclosure property

How do I find out what liens are against a foreclosed property being sold in CA? Are all liens, ie. mechanics, property tax, IRS, the responsibility of the purchaser?
You need to go to the county recorder where the property is located and do a manual search. I went to a tax sale a couple of years ago and a property sold realy cheap. Way less than it was valued however the buyer didnt do their homework and their were liens on the property that made it a very bad deal yet he was stuck.
Do your homework first and you wont regret any decisions later.
