there are two persons to own the property in california. one of the person is living in asia and is not us citizen. this foreign co-owner want to release the title to current owner which is us citizen. how to have foreigner who is living oversea to sign the quit claim deed ?

The foreign co-owner needs to sign a quit claim deed and transfer the property to the current owner. I would suggest the current owner of the property to have a word with his or her attorney and take his opinion in this matter. He will be the best person to help the current owner in this matter.
