My Mom's property in California is paid and she would like to transfer the title to me in the near future and was wondering what is the best way to transfer title with the least tax implications?

Your mother can use a warranty deed in order to transfer the property to you. She can contact a real estate attorney and he will draft the deed and can also guide her regarding less tax implication for property transfer.
