Hi there… If someone stopped paying a credit card and that was charged off, will the bank issue them another credit card in the near future?

It will be completely the discretion of the credit card company whether or not they will issue a card to a person who previously defaulted on the payments.

Yes, I agree, different credit card issuing companies have different terms of policies so it depends on the policies of the company ONLY. You will have to contact their officials for the purpose.
