I need to know whether the dispute letter be sent to the concerned person through certified mail? Also if you have been sued by collection agency, would it be a good idea to dispute the items in question before hand?
As far as know disputing a collection account will change the date the account was last reported on the bureaus.

In my opinion, yes, the dispute letter should be sent by certified mail. If you have been already sued by the collection agency, then I feel it's quite late for you ask for a debt validation. It would have been better if you could have asked for a debt validation before they had sued you.
