I don't have any credit rating yet. Can I get approval for a credit card under this condition?

Yes you can have a credit card without any credit. If you are not given any chance how you will be able to establish a credit.
Although it is not very easy to get it for the first time, but you can give it a try and will get one with some of the companies.
