If the borrower has already bought a house and is purchasing a 2nd home with a co-borrower who has never owned a home, would the co-borrower be eligible for the tax credit?
that's a simple question to answer, but unfortunately the answer is "no."

What if the co-borrower takes up primary residence at the home and is put on the title?
2nd scenario: The borrower does not actually need me as a co-borrower but puts me on the title?

if you are on title shelley, the answer remains "no." if you have nothing to do with it, that person would, it appear, qualify.

Yes shelly if your on the loan or title then no they will not qualify if the co borrower takes up the house in his or her name only then yes they can get the tax credit.
