This is a program for 1st time homebuyers with a low down payment, has flexible credit guidelines, and benefits for public employees. Any info on this program or other programs (FHA 3.5% route) that we may benefit from would be greatly appreciated.
FYI: I have an average credit score above 700 and gross $2862 per month. My wife grosses approx. $4000 per month, but has lower credit score of 600. We are looking at a house listed at 239,000 and through our realtor think we can get out at 210,000. We have approx $4,000 for a down payment at the moment.

You need to contact Wells Fargo and apply for the loan first. Once you apply for the loan, the lender will formally go through your financial situation and let you know the amount of loan you may qualify for.
As far as the down payment is considered, you should contact your friends or relatives and check out if they can help you with a gift money which you can use as down payment. This will help you in buying the property.
