4 people on title of house, 2 want off. Where do I go to get the forms and file? Is it the County court or to a downtown court house?

The persons who want to get their name off the property deed will have to sign a quitclaim deed in favor of other two people on the deed. Sample quitclaim deed forms are available online but it is always better if you can draft the deed from an attorney. Once the deed is signed up, it has to be notarized and recorded at the county recorder's office.
