Can a city foreclose on your property when you owe city taxes and have no mortgage...I own my home bought it cash and have warranty deed in my name.

Yes, if you are delinquent on your property taxes, the county can foreclose the property. It would be better if you could contact the IRS and check out if they can help you with a repayment plan.

Property Tax Liens supercede all property liens. I hope this helps...

As far as I know, the city can place liens on your property for user fees and water bills. When the property would be sold off, the city will be able to recover its dues.
