Our home is close to being in foreclosure and I received a call from someone telling me about a federal program called forgive and forget where I would not have to pay any of the back payments I owe and they would stop the forclosure proceedings and submit a financial analysis on our situation to our mortgage lender to get our payments lowered and interest rate lowered.

Yes there is a program called Forgive and Forget but it is not a Federal Program. First you need to check the legitimacy of the company which is offering you this forgive and forget program. But I think the best option for you would be HAMP if you have a Freddie Mae or Fannie Mae loan.
