My applicances are new and I still owe money. Freddy Mac now ownes my home. Cash for keys for 3500.00 including my new applicances...I think not, there is already 20K worth of upgrades in the condo that I cannot take.

If they are not free standing they go with the property and taking them would be stealing - they may or may not come after you however my guess is if they gave you money to move out that they may be more likely to go after you.
In most cases they would not come after you, however, cash for keys or any of the relocation assistance either through Fannie or Freddie only applies if you leave the appliances and the condo in a salable or move in condition. Unfortunately, this would include appliances, however, if you have a washer and dryer you may get away with taking those and still receive money because even some houses do not come with a washer and dryer but would still be considered move in condition. Stove and dishwashers are a different story. Good Luck!
You could always to A Resale shop / craigslist and replace the appliances.. with used they dont know what was in there.
