Hello, In 1991 I sent my father money to purchase a acre of land in Georgia. Since then I have always paid the property taxes but I never transferred the deed into my name. Can I use a Quitclaim deed to transfer the property over to my name?

If your father transfers the deed to your name then you can have the ownership. Just remember that your father needs to sign the deed in the presence of notary officials and you have to record the deed in your state's county recorder office to make the deed valid.
