I am a salaried worker and I have not filed my last year's tax return. I can provide W-2's for the past two years. Will the lender require me to sign a 4506-T form? I plan on buying a home in the next 30 days and trying to wait for my most recent W-2 and I will file both returns.
It all depends upon the underwriter. A good thing would be to provide your last pay stub from 2008 which should show the gross income for the entire year.

I think you should follow Eric's advice. You should clearly speak to your lender about the issue that you are facing and provide him with the last pay stub from 2008. May be the lender will approve you a loan.

salaried workers generally will not have to provide tax returns.

however, more and more lenders are requiring a 4506-T from everyone; so this is definitely something you'll want to discuss with your loan officer, so you can be clear on the matter.

why would you wait for the 2008 W2 in order to file your 2007 return? you're just asking to be punished in that case. file it now and you won't have to worry about whether or not they ask for the 4506-T.
