Are brokers required to disclose their YSP to the borrower?
Is the YSP determined on the date that the lender locks in the rate?

Yes the YSP will be disclosed. Why does that concern you? If you are getting a really good rate and the fees are in line...then why do you care how much the broker is making?

The problem is that the fees aren't inline. I am actually being charged an arm and a leg for fees. I would like to negotiate them down. The lender is being quite evasive and avoiding my questions. My closing date may be pushed back so that would give me the opportunity to go with another lender with fees more than 2K less.
