HUD is known as the U.S. Department of Housing and Urban Development. It was established on November 9, 1965 as a cabinet under the Department of Housing and Urban Development Act (42 U.S.C. 3532-3537). It includes a number of old federal agencies.

Full Doc loans are normal loans where the borrower has to provide all the necessary documents including your income. These documents are verified by the lender with your loan application.
For example - If you mentioned that your income is $4500 per month, then the lender will verify not only your paycheck stub showing that amount, but may also check your W2 from last year reflecting a similar amount.
Normally these loans offer lower rates as they are considered less risky by the lender.
