The city of vista where i live,created a hard ship and i may lose my house can i get help?

I got my house in 2004, we got flooded in winter from raining water , i've been trying to fix the problem , by doing grading and creating drains outside my house, the city of vista just had been a problem, they maneged the way to charge my with a waarant for arrest, i have all my permits and plans. They also force me to let them in my property to do some dirt compaction for a slope that it was already compacted, and they maneged the way the collect $16,000 dollars and said that it was a home improvement, the worse part is that the bank U S Bank paid the money and now my house payment increased by $2000.00 a month for 10 months . i can't afford that payment, and also the work that the guys did is not good, since they didn't compacted the dirt and it's been washed away when it rained last winter. i need help to investigate this matter. I called the city of vista and they said that is not thier problem, since they got the money already.
