Is there a time limit in the state of Michigan to publicly file with the county? I signed a quit claim over to a partner for vacant land. The county still has me on the books as half owner and sends me a tax bill.

No time limit, but it's in your partners best interest to record it ASAP. Right now it belongs to you and your heirs would inherit it if you passed. And if they purchased Title Insurance, your partner wouldn't be on record and they'd be a real mess when the Deed is eventually recorded.
Ask you partner if they'd mind if you got the Deed recorded.
