I stoped making payments in my TS, the creditor contacted me and told me that they will take 20% of my pay check and that I would have to pay for all the fees involved in the colecting process. Can they do that?

If you stop making payments on time, your creditor can get a judgment against you and garnish your wages. However, it is up to your creditor if they think it worth their while to obtain a judgment against you. Talk to the credit and see if they will settle the debt for an amount less than what is actually owed on it.
