I have paid off my loan thru United Lending Partners BUT they have not released the LIEN from my title. It has been 4 years since it was paid. Who can I talk to about this?

The correct procedure is that the lender has to prepare a release deed, also called the release of lien to clear the title.
I think you should ask your lender to make and send out the release of lien letter for recording purpose. This document is required to be recorded at the office of the recorder of deeds or other similar office.

I think you should send written notice in the form of certified mail to the lender.
In some states there is provision for penalties, if the lender does not release the loan lien, you should contact an attorney and discuss this issue.

Lender is responsible for filing the release of lien with the County Clerk and mail a copy of the document to the borrower. If the lender fails to do within 45 days that then he can be fined of the minimum amount of $500. If the borrowers file a suit to obtain the release, then the penalty will be charged $100 per day after judgment is entered. Along with that he is also penalized the amount of attorney fees and court costs.
So, first of all you try to contact your lender or the closing agent and ask for the original release. You can also try to contact the Title Company. They can provide some helpful information or even the actual release if they forgot to record. You can call your lender to know the department who handle the lien of release.
If it doesn't work then I think there is only way to contact an attorney and if required file a suit against your lender.
