question: Once upon a time it was allowed for the sale of a home under contract with a set closing date of less than 30 days from the date a different loan is closing for the same people, to not count the housing payment of the home under contract in the DTI. Would this still be allowed?

Your query is not very clear. If the concerned party has extremely good credit score, income, etc. and meet all the required criteria of the lender, then they can go for two loans.
