If a two couples co-own a time share in another state than where they reside and one couple would like to sign over their half to the other, can a quick deed be used? Again, the couples live in two different states and the property is in yet a third state.

If the name of both is on the title of the timeshare then one would be able quit claim it to the other person regardless of the fact that both live in different states.

Yes there are quite a number of internet sites where from you can download a quit cliam deed form and use it for the title transfer.
"How does one register them if it is OK to use them?"
After filling it completely you will have to get it notarized and recorded with the county recorder's office where the timeshare is located.
