If you are talking about the budgeting tool from Mortgagefit, I have also used it and there aren't any passwords set. There are grey colored cells in which we have to input our expense values and can not put anything on the other parts. If we try then it gives a error that password is required.
Let me know if it works now. :)

I have also downloaded the budgeting tool, it's a good one.
One suggestion I would like to place is that before entering details, people should read the note provided in the all the month wise pages. It mentions that people should enter only in the "grey colored boxes".
If they follow the note, they won't be facing the confusion of the tool asking for a password to enter values.
