As far as I know, Chapter 698 is known as Chattel Mortgage. This chapter deals with the 'power of sale' and the transfer of title. Essentially the title is not transferred in the case of a mortgage however in the event of default, the question of title transfer does occur.

I need to know if i can take over the house from the defaulting party , and what I need to do todo it.

you will be able to takeover the house from a defaulting party. however, as far as the mortgage is concerned, you will have to bring the loan current and then apply for a refinance to get the mortgage transferred in your name.
