I believe in environment conservation. Well, I need to know whether or not it is responsibility of the housing industry to build such houses that would conserve natural resources.

As far as I know, the housing industry only has the responsibility to build houses. If a buyer needs an environment friendly house, then he will have to request for the same and the housing department may upgrade the house. The buyer has to pay for the costs.
BTW... great to note that you're concerned about the environment. In today's environmental situation, we need people like you!!

Yes, it is true that the housing industry as such doesn't have any responsibility to build energy efficient homes. But if the consumers or the home buyers want such properties, then they will be bound to build such homes.
