I don't think any of the lenders will be doing no income verification HELOC. After the recent crisis in the mortgage market, the lenders will want you to verify your income. no verification loans are almost non-existent. we are not aware of any pennsylvania lenders who offer them; furthermore, home equity loans, since they are traditionally second mortgage loans, are far less likely to be found by someone seeking a no-verification product.
