I am wandering if I can go to record this transaction myself or is it up to the buyer? I bought this house in 2004 and it is still not recorded.

It is a best practice to share a expenses, but the initiative has to be taken by you.You should approach the county office as earliest because if you delay it further you will end up paying extra late fees.
