Can your employer refuse to allow you to borrow from your 403b?

As far as I know, in most cases, the employer will not refuse to let you borrow from your 403b account.

I would think that there would be strict guidelines concerning your 403(b) account that would clarify this matter.
Most 403b plans do not allow for borrowing.
Every plan has its own particular administrative requirements. Most 403b plans are annuities and do not allow for borrowing or withdrawing with penalties until you are not employed there anymore.
All plans can be different. That is what I see from most 403b plans.
