I have some severe plumbing problems and need to make repairs. I am not financially able to pay for them outright and am in a credit counseling program to settle my debts so I doubt I can receive a loan elsewhere. I want to take a loan on my 403b but do not know what the new rules and regulations are for them.

You may be able to get a loan from your 403b account though not all the vendors will allow it. There is also an option of hardship withdrawal in case of a 403b account. You would be able to do a hardship withdrawal in order to un-reimbursed the medical expenses, arrange for down payment on primary residence, arrange for tuition and fees for higher education needs or if you're facing eviction or foreclosure on your primary residence.
