If I buy a house with my husband who currently is paying child support, however, dcse has already put liens on his truck & we don't want one placed on our house. Can he be on the mortgage but not title to avoid this? Or, will dcse still be able to place a lien on home even without him being on title?

Your husband has to be on the title in order to get the a mortgage. Unless he is the owner of the property, the lender won't consider him for the loan. If his name is not on the property title, then DCSE won't be able to place a lien on the property.

I agree with Sussane that if your husband's name is not mentioned on the property deed, then DCSE won't be able to place a lien on it.
