we are private individuals who want to lend on chattel paper, we would like to know how many loans can we do in one year, also that we can actually due these type of loans and what is the requirments or req`s that we have to follow??

You need to contact a local real estate attorney and take his suggestions. He will let you know about your state laws regarding such a lending.
You haven't mentioned what country are you from. Countries do vary when it comes to implementing laws about loans. Make sure you seek for a mortgage broker and ask for help to find the best loan program that will suffice your needs.

I AM LOCAL FROM TAMPA FLA.
WE ARE WANTING TO FIND OUT IF AN INDIVIDUAL CAN LEND ON A MOBILE HOME IN A MOBILE HOME PARK IN TAMPA, THE LAND IS A LEASE PROPERTY BUT U HAVE TO PURCHASE UR HOME! INSTITUTIONS HAVE STOPPED LENDING ON THIS TYPE OF PRODUCT AND THE ONLY SOURCE OF FUNDS IS PRIVATE MONEY LOANS. WE JUST WANTED TO FIND THE LAW THAT ADDRESS'S SUCH LENDING PRACTICES AND FIND OUT HOW MANY LOANS THAT ONE INDIVIDUAL CAN LEND IN A YEARS TIME PERIOD. ALSO IF WE WOULD BE SUBJECT TO RESPA SINCE THERE IS NO REAL PROPERTY INVOLVED. I WAS A MORTGAGE BROKER FROM 1988 THRU 2003, BUT THE LAWS CHANGE AND WE CANNOT FIND ANY VERBAGE REGARDING THIS ISSUE! I HAVE HEARED FROM A COUPLE BANKING & FINANCE AGENTS WHO SAID THAT THEY THOUGHT THAT A INDIVIDUAL CAN WRITE THIS TYPE OF PAPER JUST AS ONE WOULD WITH A USED AUTOMOBILE WHICH THESE HOMES ARE UNDER THAT SAME CRITERIA, BECAUSE THEY COME IN ON WHEELS AND HAVE TITLES JUST LIKE A AUTO. IF U HAVE ANY OTHER INFO ON THIS SUBJECT I WOULD APPRECIATE UR INPUT!

You've heard it right! Mobile homes and the loans on it are something similar to that of auto loans. Moreover, these mobile homes are also registered with the DMV like the automobiles.
