Disabled vet, bad credit - chances of getting a mortgage?

My neighbor is a 100% disabled vet (you can google how much that makes his monthly income) with bad credit (which is partly due to his disabilities. This money is guaranteed income (permanent and total) so it'll never go away. He would love to move back to his home state and buy a home there. Other than his rent, utilities and food expenses, he has no other expenses (he can't drive so the DAV takes him to his appts, etc).

Are there places which give home loans to disabled vets with guaranteed income but bad credit? People keep pointing us to VA loans but from what I read on their website, they still require decent credit. Any ideas? Thanks much in advance.

ETA: he is married with a child (counts in his va disability payments)
