if two people are listed on the home title and they are not married, can one person be granted a home equity loan

in most states, yes. But the other person would still have to be on title.

Yes, I agree with Elnora. Though the two people are not married, they will be getting the home equity loan provided if both are on the title of the property. But I would suggest that one should inform the lender about the situation and check if the lender is ready to give the loan.
