I got stuck from my processor and title agent that loan processor said they need estimate HUD from Title so they can calculate accurate Title fee,HOA, transfer tax, and any other recurring fee.... Title agent said they need to see GFE before they can provide Estimate HUD.... now.. I am stuck that I cannot submit my loan to lender for a week because of this. who is right? who initiate all these transfer taxes? HOA? Title service and lender title insurance?

The loan processor will want to check out whether or not you own the property before he originates a loan for you. In that case, I feel the loan processor is right in this regard.

As you are refinancing the mortgage, you're taking out a new mortgage from a new lender or your existing lender. As a result, you will be liable for paying those fees to the lender.

What type of fee is it, how did the lender describe it? Answers here will lead to a more detailed and precise answer.
