We have locked in our mortgage interest rate. If the rates go down for some reason, will we be able to re-negotiate it?

Not all lenders will be ready to re-negotiate the mortgage interest rate after the rate is locked. You may not be able to change the rate unless the rate lock gets expired.

It depends upon the lender if you can re-negotiate the mortgage interest rate. If you can convince him, then he may agree to it.
