Is it a violation of the law for a bank to switch a loan type?

Is it a violation of the law for a bank to switch a loan type at closing without telling the borrower? I applied for a VA loan, received a VA appraisal and come to find out the loan was closed as an FHA loan.

Did you read what you were signing? At no point did the loan officer discuss with you an FHA loan? When did you find out it was an FHA loan vs. VA? Were you looking to do 100% financing through VA?

I read what I was signing. For the consumer what is there to describe what type of loan it is, other than the form number maybey? No, neither the loan officer nor the bank's attorney pointed out the type of loan. I found out it was not a VA loan late last month when I attempted a VA streamline refi, and no it was not 100%.
